Your Committee on Finance, to which was referred Resolution No. 295-07, reports as follows:
Resolution No. 295-07, transmitted by Council Chair Pete Hoffmann, via Communication
No. 589, dated July 31, 2007, authorizing the Council Chair and the County Clerk to enter into a
contract for a Legislative Liaison for the upcoming State of Hawaii Legislative Session for a
period not to exceed 180 days and not to exceed $50,000. Funding for the contract is available in
the Clerk-Council Services-Salary & Wage account.
The Hawaii County Council desires to be more responsive to matters before the Hawaii State
Legislature during the regulaz legislative session. The timely communications between the
Council and the Legislative Liaison will keep the Council informed of legislation affecting the
County of Hawaii. A similar position has been created for the Maui County Council, which
received positive reviews from their councilmembers.
Pursuant to Article V, Chapter 1, Section 5-1.3(g), of the Hawaii County Charter, the Council
authorizes the Mayor, on its behalf, to sign instruments requiring execution by the County.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 295-07,
and recommends its adoption.
