Your Committee on Finance, to which was referred Resolution No. 299-07, reports as follows:
Resolution No. 299-07, transmitted jointly with Bill No. 148 by Director of Finance
William Takaba, via Communication No. 595, dated July 31, 2007, authorizes the Office of the
Mayor to enter into an agreement with the State of Hawaii Department of the Attorney General,
for a Sexual Assault Forensic Examiner (SAFE) Standby Pay grant for the County of Hawaii
Police Department.
The goal of this project is to improve Hawaii County's response to violent sex crimes, physical
abuse and crimes of violence against women. The SAFE personnel are responsible to investigate
all sexual assaults and difficult abuse cases. SAFE nurses have been put on standby status,
which means they must respond when called to conduct an examination at any time of the day or
week, and are not compensated for it. The standby pay will compensate the nurses who aze on
standby status which is needed to attract and retain SAFE nurses.
Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent
of the Council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 299-07,
and recommends its adoption.
