Your Committee on Finance, to which was referred Resolution No. 300-07, reports as follows:
Resolution No. 300-07, transmitted jointly with Bill No. 149 by Director of Finance William Takaba,
via Communication No. 596, dated July 31, 2007, authorizes the Office of the Mayor to enter into an
agreement with the State of Hawaii Department of the Attorney General, for a Sexual Assault
Forensic Examiner (Safe) Training grant for the Hawaii County Police Department.
The goal of the project is to improve Hawaii County Police Department's ability to respond to crimes
against women, primarily sexual assault, with associated domestic violence, physical abuse and
homicide, with improved forensic examination services provided to victims islandwide.
Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent of
the Council to enter into agreements with the federal or state governments respecting action to be taken
pursuant to any of the powers granted by law to furnish, expend and receive any funds or other
assistance in connection with projects being or to be undertaken pursuant to those powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 300-07, and
recommends its adoption.
