Aloha distinguished Council Members -
The Council, Administration, and many private individuals have spent many
thousands of hows work on preparation and suggestions for improvement of this
issue that lead to Bill 151. This Bill now provides for meaningful flood control,
one that protects the land and watersheds, minimizes flooding risk for property,
and provides for the safety and well being of the residents who depend on your
action, and I emphasize YOUR ACTION, for protection.
This is a Bill for the people; do not let it degenerate into a Bill for special interests.
Let not the history of this Council show that by today's vote, a majority set the
Island firmly into 19th century standards. Let not what you know in yom• heart is
right escape the people. Rather, change a few words, add a phrase or two if you
must, but vote for a Bill that is reasonable and necessary for the 21st century and
beyond. Please vote "YES" for Bill 151.
