Dear Chairman Hoffmann and County Council Members,
Please support Bi11151 and take a first step to providing proteclion for our citizens from flood hazards.
Simply passing Bill 51 with bare rrrrrimum standards while caling for scleniific studies is NOT ENOUGH.
Consider this example.
Thinly years ago, in 1977, the United States Dept. of Agriculture Soil Conservation Service Honolulu,
in cooperation with the County of Hawau, the Kona Soil and Water Conservation District
and the Dept. of Land and Natural Resources, State of Hawaii,
prepared the "NORTH and SOUTH KONA FLOOD ANALYSES: BASIC TECHNICAL DATA FOR FLOOD
PRONE AREAS.
These reports identified watercourses causing flood darrrage,
established elevation~ischarge relationships for each watercourse for 10, 50, 100 and 500 yr. storm events,
delineated flood hazard areas for each watercourse for 100 and 500 year events on topographical Flood Hazard
Maps,
and presented RECOMMENDATIONS for alleviating flood damage then, in 1977, and in the future.
NOW is that future, THIRTY YEARS LATER.
What HAS happened?
For example, on Page 13 of the South Kona Report some of the recommendations included structural and non-
structuralconsiderations, Most of the recommendations were NOT FOLLOWED, including
recommendations to implement land use zoning policy to restrict future devebpment in ide ti d2fl~od plains,

and to require proper structural design to prevent flood damages from the 100 yr. stone event.
Also listed was IMPROVING ENFORCEMENT OF COUNTY GRADING ORDINANCES.
It is now 2007. Thinly years later,we still do not have adequate enforcement of County grading ordinances.
Studies are not enough.
We need to finally take a first step to protect citizens, property and environment.
The County of Hawaii evaded responsibiity for coastal water quality, until the State Supreme Court ruled that
the County
as well as the State bears responsibility.
The County has been evading responsibiity for flood damages for decades with its lack of leadership
in implementing effective strong flood control regulations.
Please take responsibility for the safety of our residents, our properfies and our coastal waters.
TAKE A FIRST STEP.
SUPPORT BILL 151 and the Joint Action Plan.
