Dear Planning Comrrtittee:
This testimony is being faxed in behalf of Ka Lahui Hawaii. Ka Lahui
Hawaii imposes the intent and language of this measure. General Plan amendments

should come from the County Council because such amendments have a significant
impact on everyone in the county. Our ~]ected officials in the council are the
appropriate body to consider such significant changes through open public hearings
and processes. This ensures public input and accountability.
The Planning Director is not elected by the people and is not accountable
; through open processes to the electorate. Allowing the Director to initiate such
.>G changes outside of the public review process relinquishes too much authority to a
; political appointee and encourages `closed decision making'.
