RESOLUTION NO. 345 0'7
A RESOLUTION TO AMEND THE ZONE BOUNDARIES OF THE HILO-PUNA AND
NORTH KOHALA ENTERPRISE ZONES.
WHEREAS, the County of Hawaii encourages sound economic development on the
Island of Hawaii; and
WHEREAS, the designation of Enterprise Zones in Hawaii County provides approved
businesses with tax incentives to generate employment; and
WHEREAS, the State of Hawaii, through chapter 209E, Hawaii Revised Statutes, and
chapter 6 of title 15, Hawaii Administrative Rules, has established procedures for designating
Enterprise Zones for the purpose of stimulating business and industrial growth; and
WHEREAS, the County of Hawaii through Ordinance 94-08 enabled the establishment
of, and codified as chapter 31 in the Hawaii County Code, an Enterprise Zone Program; and
WHEREAS, Hawaii County is allowed up to six Enterprise Zones, which are selected
by the County governments based on the State government eligibility criteria and formally
designated by the governor; and
WHEREAS, six Enterprise Zones have been established on the County of Hawaii; and
WHEREAS, at the time of the drafting of this resolution, there aze 53 individual
businesses that have been approved and are receiving benefits within these six Enterprise Zones;
and
WHEREAS, paragraph 31-5(b)(2), Hawaii County Code 1983 (2005 Edition, as
amended) provides, pursuant to a resolution adopted by the council, that requests for
amendments to current Enterprise Zones may be considered if the amendment relates to a change
in zone boundaries; and
WHEREAS, in order to increase the opportunity for employment in these designated
areas the County of Hawaii is seeking to expand two of the six Enterprise Zones to enable
additional businesses to participate in the Enterprise Zone Program; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following Enterprise Zones within Hawaii County be amended according to the delineations
submitted with this resolution (Exhibit A) and maps attached hereto (Exhibits B and C):
(1) Hilo-Puna Enterprise Zone (amendment- Exhibit B);
(2) North Kohala Enterprise Zone (amendment -Exhibit C); and
BE IT FINALLY RESOLVED that the Clerk of the County of Hawaii transmit copies
of this resolution to the governor of the State of Hawaii, to the mayor of the County of Hawaii,
and to the director of the department of business, economic development and tourism.

ENTERPRISE ZONES BOUNDARIES
Hilo-Puna Enterprise Zone (Amendment)
Beginning at the intersection of Puainako Street and Kilauea Avenue and heading south
on Kilauea Avenue to the Volcano Highway; south on the Volcano Highway to Mamaki
Street; then 2,500 feet southwesterly on the Mamaki Street extension to the makai
boundary of the Pana`ewa Forest Reserve; southeasterly along said boundary to the South
Hilo-Puna District boundary; southerly along the Puna-South Hilo boundary to North
Kulani Road; north 2,200 feet along North Knlani Road; then south on unimproved
4-wheel drive road to the boundary of the `Ola`a Forest Reserve; along `Ola`a Forest
Reserve boundary in southerly direction to the southeastern corner of the Hawaii
Volcanoes National Pazk H( VNPI "squaze' ;southeast along `Ola`a Forest Reserve/`Ola`a
Reservation boundary to the Volcano Highway; southwest on Volcano Highway to
`Ola`a Forest Reserve/`Ola`a Summer Lots Boundary; north along said boundazy to the
HVNP "square' ;southwest to Wright Road, then northwest along Wright Road
continuing alone the HVNP boundazv to the Pu`u Maka`ala Natural Area Reserve
boundary; then southwesterly along said boundazy to the Puna-Ka`u district boundary;
southeasterly along said boundary to the northern boundary of the KahauaLe`a ahupua`a
and east along said boundary to the Wao Kele 0 Puna boundary; east along Wao Kele 0
Puna boundazy and northern boundary of adjacent Puna Forest Reserve boundary to the
northwestern corner of the Maku`u ahupua`a; south along the Puna Forest Reserve
boundary to the Upper Kaimu Homesteads boundary; west, then southwest along said
boundary to the KYkala-Keokea Homesteads boundary; southwest along the southern
boundary of the Puna Forest Reserve and Kahau Le'a Natural Area Reserve to the eastern
boundary of the Hawaii Volcanoes National Park; south, then easterly, then south to the
Pacific Ocean; following the coastline east, then north and west to the intersection of the
Wailoa River with the Pacific Ocean; then west on Kamehameha Avenue to the Wailuku
River; southwesterly on Wailuku River to a point intersecting with a northwesterly
extension of Komohana Street, then south on Komohana Street to Puainako Street; then
east on Puainako Street to Kilauea Avenue.
North Kohala Enterprise Zone (Amendment)
The North Kohala Enterprise Zone shall begin at the point where the Pacific Ocean
intersects with the Kohala Forest Reserve boundary at the northern end of Pololu Valley,
and follow said forest reserve boundary southerly to its intersection with the boundary of
census tract 217.02; then westerly following the northern boundary of census tract
217.02 then southeasterly alone Kohala Mountain Road: then south alone
Mamaewa Gulch; then west along Kawaihae Road: then northwesterly alone Akoni Pule
Hwy; then southwesterly along Spencer Beach Park Road to the coastline; then following
the coastline azound `Upolu Point to the starting point at the Kohala Forest Reserve
boundary north of Pololu Valley.
