Aloha Councilman Pilago and Committee Members,
This is my testimony on the issue of dividing the Planning Commission into two working units.
There is so much development on the Big Island that the Planning Commission cannot handle in
sufficient detail all the work imposed upon it. This arena of overwork makes for poor decision making
and oversight that ultimately hazms the people of the island by allowing development without proper
safeguards. In any case, the commission should be enlarged and to do so along natural division lines is
advantageous. I previously presented some concepts to Mr. Pilago and Mr. Yagong.
There are several ways of dealing with this workload problem and an obvious solution is that proposed;
establish two commissions so that the specialty knowledge required for development on different land
structure with infrastructure concerns of the Island can be addressed in proper detail. One great
advantage will be an increase in interaction among various commissions.
Do not realistically entertain any alarmist presentations that this is a first step to dividing the County.
That is not the case and it is not creating two bureaucracies where there was one. There would still be a
single Planning Department and Director with the responsibility of reporting to the Mayor. This is just a
means to give proper consideration to issues that require proper detailed inspection and review.
Please support this concept of two planning commissions.
