Congratulations to both Councilman Pilago for introducing this resolution, and to Councilman
Higa who pointed out its importance. It was Mr. Higa who requested that a recent bill be written
differently for East and West Hawaii, intelligently recognzing that the needs are different. Having
formally recognized this, it will be a very big step forward to set up East and West side planning
commissions. As we continue to grow, the centralization of county government becomes an
ever more cumbersome obstacle to efficient management. I fully support this step of recognizing
the differences Mr. Higa effectively pointed out, and of mitigating their impact by having planning
commissions each sensitive to the needs of a part of the county. Long overdue, please give the
voters the chance to vote their wishes on this, as you have on other recent charter amendments.
