RE: Complaints Against Sampan Bus Company
Dear Commissioners:
It was observed today, January 29, 1998, that the "red" sampan
bus had a "free shuttle to Nani Mau Gardens" sign displayed on the
side of the vehicle.
It is documented in the minutes of the Transportation
Commission meetings that the certificates granted to the Sampan Bus
Company were for specific routes and charges. Though it has not
been approved by the County, the Sampan Bus Company is
advertising on its brouchures a flat hourly rate.
It appears that the Sampan Bus Company changes operations
at will without proper authorization by the Commission.
The Sampan Bus Company was authorized an eight (8) minute
stop at the Hilo Pier. Several taxi operators observed today, the "red "
sampan bus parked at the pier fortwenty-eight (28) minutes, leaving
only when it had passengers. Further, it returned to the pier within
fifteen (15) minutes, again parking for an extended stop, leaving only
when it again had passengers.

It is obvious to anyone, that the approved Sampan Bus
Company route can not be completed within fifteen (15) minutes! Nor
can a round trip be made from the pier to Nani Mau Gardens within
that time frame!
It appears that the Sampan Bus Company is acting as an "on
demand" taxi service. Therefore we would like to have this formal
complaint addressed by the County.
Timely consideration of these serious matters would be greatly
appreciated.
