My name is Marie Aguilaz, I am here in support of the Ban on Superstores in Hawaii County. and
disapprove The new Communication 634 -Bill 165 which was initiated by Planning Director Chris
Yuen has a new approach to begin allowing a zoning district for "Superstores". While the bill
attempts to convince some that this bill will regulate where the "Superstores" will be built, it does not
go far enough to make requirements of that type of "District" we already have commercial districts in ~
place under our General Plan. It is merely a hollow attempt to make confuse the issue of banning ~
Superstores. The Ban of Superstores which was introduced by Councilman Higa was intended to N
support small businesses throughout Hawaii Island . Bill 165 is intended to make the right choice for ~
this community but it does not regulate or attempt to regulate all lands in Hawaii County . While we
know the Hawaiian Home Lands traditionally have no zoning restrictions on building, there is nothing
in place that we can site today, that will discourage the building of"Superstores"on Hawaiian Home r o
Lands and DNLR lands. We are faced with a huge crisis of overbuilding commercial here in Kailua E
Koua, and it will smother small businesses until they are gone. Remember the real attraction to the ~ ~ ooe
Hawaiian Islands is that we are a tourist destination. To commercialize Kailua Kona and other parts of

this island will only drive our main economic force somewhere else. There are thousands of tourist
destinations to choose from and those small towns, quaint villages, even cities like San Francisco ,
Monterrey ,Carmel ,and Honolulu are not giving into "Superstores"
I am a business owner with experience in retail for the last 13 years in Kailua Kona. Please keep
Hawaii Island a Visitor Destination. Please do not allow for disposal of the small businesses for the
sake of allowing more commercial development. Please vote "No" fora "Superstore District" It
further complicates the issues and creates economic disaster for all businesses in small communities. I
ask everyone here would you like one in your district? North Kona district can not handle it. The
residents and visitors do not want any more expansion of commercial districts, we can not support the
number of vehicles on our roads, nor can we afford to put small businesses out of business just to allow
the huge corporations to send money back to their share holders.
There are proposed commercial developments which currently have already been approved. Lanihau
Shopping Center and a new Shopping
Center in the Old Industrial area of Kailua Kona will be full on service
commercial centers within the next 4 years. Even a recent new proposed development next to the
Honokohau wants 143 acres of commercial development. That would add up to over 6,000,000( 6
million) square feet of retaiVcommercial property. What are they thinking?
I address the Council today and ask you to vote against a Superstore district and recommend that you
Ban Superstores today. Let us take caze of our business community and plan for smart growth for our
future. Allowing this ban on Superstores gives ample room for this island to prosper and keep its
"Hawaiian Style"
