Dear Councilman Tyler:
In response to information that some individuals are attempting to discredit the Hawa`i
Island Humane Society (HIHS), I am writing to you in support of the organization.
Through the past ten years, I've adopted a cat and a dog through the HIHS, have reported
(too) many dead animals along roadsides, am registered as a breed rescue person, have delivered
strays to the shelter, and have gratefully taken advantage of the HIHS Spay/Neuter Program.
Especially in recent years, HIHS personnel have been w~failingly responsive and understanding:
professional. HIHS has also been helpful and supportive of my own small-scale shelter/nurture
efforts.
1 would urge County Council to enhance enforcement powers of HIHS animal control
officers. I have personally had occasion to report "nuisance" barkers, several uncontrolled dogs,
and four dogs continually confined in inhumane conditions. When I was told that I would have
to register a complaint with the Police Department and that my name could not be kept confiden-
tial, Ifelt unable to make a formal complaint-because my property, my pets, my relations with
neighbors, and myself would have been put in jeopardy. Meanwhile, the animals in question
continued to suffer and/or do damage, threatening school children along the road and even killing
a neighbor's small dog.
Based on my personal experience, I recommend that the Hawaii County Council not
only strongly support the Hawaii Island Humane Society, but to increase its enforcement powers
so that helpless animals and both pet owners and pet-less people can coexist in equanimity,
humanely.
