In the early 1970s 1 became a board member of the newly organized Humane Society. Before this time the "dog catcher" operated under the control of Hawaii County. I well remember bow county parks and our streets and highways were overrun by uncontrolled dogs and cats, many oY'which were homeless strays. Many of these animals were killed by motorists while posing a safety hazard. In the parks and other public places such as the beaches these unhealthy and hungry animals were a serious health concern. Upon transfer of the responsibility for animal control from the county to the Humane Society a leash law was enacted, animal shelters constructed, fund raisers conducted, and educational programs initiated in the public schools. With hard working and dedicated personnel operating the Humane Society, the burgeoning animal population was brought under control. Stray animals were impounded, aspay-neuter program initiated, and homes found for the multitude of abandoned and unwanted dogs and cats. Cruelty to animals on the Island of Hawaii is a major ongoing problem. Through laws, and enforcement of these laws, the Hawaii Island Humane Society is playing a significant role in helping to make a safer, healthier and happier environment for all animals. Although 1 am no longer on the humane society board of directors 1 continue to take an active interest in the activities of the society. `Che problem of animal control and their welfare is the same in both East and West Hawaii. 1 think a single organization with one contract with the County of Hawaii is the most efficient and economical method for the county to provide this much needed service to the public. I urge you and your fellow council members to continue your support of the Hawaii County Humane Society through one island wide organization. 1 do +~ot believe that having separate organizations on both sides of this island would serve any useful ; Your interest in preserving this tine organization is very much appreciated. ~3ir~cerely, Robert B.
