Re: Operating Budget
On September 6, 2007, the County Council adopted Resolution No. 319-07 which transferred
$40,000 from the Clerk-Council Services Contingency Relief account to the Highway Fund.
These funds will be used by the Department of Public Works to 1) pave portions of the
emergency access road extending from Hulu Street in Waikoloa Village to Queen
Ka'ahumanu Highway along the Kohala Coast to mitigate potential storm damage or erosion
hazards to the road and 2) complete the paving of Pakanu Street in Waikoloa.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating the
$40,000 into the North & South Kohala Road OCE account within the Highway Fund.

Amend Ordinance 07-82 for the Highway Fund as follows:

020.301.5301.32.115 N & S Kohala Road, Hwy OCE 40,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Resolution 319-07 approved by Council, authorizes funding from Clerk Council SVC-Contingency Relief
to the Transfer to Highway funds, $40,000.00 for the Waikoloa Emergency Access Road and Pakanu
Street Paving.
We are requesting these funds be appropriated in the Highway Fund.

A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND
FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S)
WHEREAS, a $27,000 appropriation will be used by the Department of Public Works to
pave portions of the emergency access road extending from Hulu Street in Waikoloa Village to
Queen Ka`ahumanu Highway along the Kohala Coast to mitigate potential storm damage or erosion
hazards to the road; and
WHEREAS, some 7,000 Waikoloa Village residents live on one of the State's largest cul-de-
sacs, with only one road in and one road out of the community; and
WHEREAS, on August 1, 2, 2005, a brush fire reached the mauka boundary of Waikoloa
Village, necessitating a partial evacuation of residents and making clear the need for an emergency
access road to evacuate Village residents in the event of future disasters; and
WHEREAS, this road is of critical concern to the Waikoloa community, and residents feel it
will help to ensure their safety and welfare; and
WHEREAS, a $13,000 appropriation will be used by the Department of Public Works to
complete paving the shoulder of Pakanu Street in Waikoloa; and
WHEREAS, Pakanu Street is a County owned and maintained roadway which is currently
half paved; and
WHEREAS, the unpaved half of Pakanu Street has a dirt surface which is deeply rutted as a
result of local traffic and rainfall; and
WHEREAS, completing the paving of Pakanu Street will help to ensure the safety and
welfaze of Waikoloa residents who travel to and from their homes along this roadway; and
WHEREAS, the County Department of Public Works has promised to complete the paving of
the Waikoloa emergency access road and of Pakanu Street and funding is now available; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferredlappropriated as set forth below:

of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
the resolution.
