The obvious situation where the land use permit, change of zone, or state land use <br /> boundary amendment involves property entirely within the area covered by one of the <br /> commissions. In this case, only the commission with membership from the affected area <br /> would take action either final action, in the case of certain land use permits, such as the <br /> SMA permit, special permits, or use permits~r a recommendation, in the case of a <br /> rezoning or state land use boundary amendment.
