RESOLUTION CHANGING THE POSITION STATUS OF A ECONOMIC
DEVELOPMENT SPECIALIST II (TEMPORARY) POSITION TO PERMANENT
STATUS
WHEREAS, the Hawaii County Resource Center (HCRC) is a program of the Department
of Research and Development intended to develop an island-wide communication network within
and between communities; and
WHEREAS, the HCRC also provides technical assistance in the areas of community
meetings, fund development (with an emphasis on grant proposal writing), and other areas
specified as needs by the communities, and offers capacity building workshops that address areas
of need and interest in both Hawaii Island communities and Hawaii County government; and
WHEREAS, in 2003, the Economic Development Specialist II (Temporary) position,
number 00-04256, was created for the HCRC; and
WHEREAS, this position is required to provide continuous outreach to the communities; to
assist with the oversight of HCRC's growing program; and to assist with the implementation of
HCRC's islandwide initiatives such as Community Development Plan process, Healing Our Island
Community Grant Fund, Project Kumiai, and Ho'owaiwai -the Hawaii Asset Building Policy
Initiative; and
WHEREAS, by converting the position status from temporary to permanent, this will
enhance the appeal in the recruitment process to motivate qualified candidates to apply; and
WHEREAS, there are sufficient funds available in the Department of Research &
Development HCRC's account to fund this position.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that Position No. 00-04256, Economic Development Specialist II (Temporary), SR-22,
be changed to permanent status.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the Research
& Development, Finance, and Human Resources Departments.
