The FY X007 HSGP funds are provided to prevent, deter, respond to, and recover from threats and incidents of terrorism and it supports the County of Hawaii in leveraging funding to support Homeland Security Initiatives. A total of $1,074,178 was granted to the Hawaii County Civil Defense Agency and are to be used for the continued development of three (3) programs: 1) State Homeland Security Program (SHSP); 2) Law Enforcement Terrorism Prevention Program (LETPP); and 3) Citizen Corps Program (CCP). Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of Hawaii Department of Defense, State Civil Defense for the State Homeland Security Program, Law Enforcement Terrorism Prevention Program and the Citizen Corp Program. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating the funds into these programs' accounts. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDEDI: The State of Hawaii has received funds for FY 2007 from the Department of Homeland Security, through the Federal Emergency Management Agency, Preparedness Diredorete Grants and Training. The Brent is a result of congressional funding for the purchase of specialized equipment to enhance the capability of state and county agencies to prevent and respond to incldents of terrorism but also supports "all hazarci" preparedness initiatives. The State Homeland Security Program (SHSP) supports building and sustaining capabilities through planning, equipment, training, and exercise activities and helps to implement the strategic goals and objectives included instate homeland security strategies. The SHSP supports activRies within all four homeland security mission areas as well as the National Priorities identified in the National Preparedness Goal. The Law Enforcement Terrorism Prevention Program (LETPP) builds law enforcement capabilities to prevent terrorist attacks and provide law enforcement and public safety communities wfth funds to support crfticel prevention adivRies. The Citizen Corps Program (CCP) supports the Citizen Corps Councils with efforts to engage citizens in personal preparedness, exerclses, ongoing volunteer programs, and surge capacity response, in order to better prepare ctizens to be fully aware, trained, and practiced on how to prevent, proted/mitigate, prepare for, and respond to all threats and hazards. The FY 2007 HSGP funds are provided to prevent, deter, respond to, and recover from threats and incidents of terrorism. The FY 2007 HSGP supports the County of Hawaii in leveraging funding to support Homeland Security initiatives. This grant is a result of congressional funding for the purchase of specialized equipment to enhance the capability of state and county agencies to prevent and respond to incidents of terrorism but also supports "all hazards" catastrophic preparedness initiatives. The FY 2007 HSGP funding is distributed by program dollars and investment. The investment is a "collage" of program and capability reviews submitted by the County of Hawaii during the application period. A synopsis of Investments 3, 5, 6 and 11 that the County of Hawaii is authorized to allocate funds is attached with the Memorandum of Agreement. The performance period for this grant is from July 1, 2007, through June 30, 2010. The County of Hawaii is the final recipient of $1,074,178.00. The grant funds are distributed in the programs below. The County of Hawaii response agencies should utilize the State Homeland Security Assessment and Strategy to more effectively fill the gaps between needs and existing capabilities. All funds will be recorded in an Initial Strategy Implementation Plan (ISIP) that identifies expenditures. The expenditures will be identified in a Detailed Budget Worksheet (DBW) and an ISIP portraying the use of the FY 2007 HSGP funds will be provided to the County of Hawaii not later than September 30, 2007. The terms and conditions of the grant programs and the funds being distributed for each program to the County of Hawaii are in the attached Articles. If you agree with the requirements of the grant programs, please sign and return the original copy of each Article to State Civil Defense before September 21, 2007. To be eligible for future funding, the State has three requirements must continue to support National and Department of Homeland Security priorities: Honorable Harry Kim Page 3 • Distribute all funding against investments and Implementation Strategy for Hawaii Homeland Security Plan andlor the Urban Area Security lnitiative Homeland Security Strategic Plan; • the State must be in compliant with the National Incident Management System (NIMS); and • Submit a State Preparedness Report and support State Civil Defense with the collection and reporting of performance information to access performance to ensure the HSGP funds are achieving positive, measurable progress in improving National Preparedness.
