The conversion of this position, number 00-04256, from temporary status to permanent will enhance the appeal in the recruitment process to motivate candidates to apply. This position is required to provide continuous outreach in the community and to assist in the implementation phase of the Community Development Plan. Funding for this position was set aside as part of the Community Development Plan under the HCRC's account. REQUEST: Request to convert the Department of Research and Development's Hawai' i County Resource Center - Economic Specialist II (Resource Center Specialist) position # 00-04256 from a temporary to permanent position. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Hawaii County Resource Center (HCRC) is a program of the Department of Research and Development intended to develop an island-wide communication network within and between communities, and between communities and County government agencies. HCRC also provides technical assistance in the areas of community meetings, fund development (with an emphasis on grant proposal writing), and other arias specified as needs by communities. Furthermore, HCRC offers capacity building workshops that address areas of need and interest in both Hawaii Island communities and Hawaii County government. The Economic Development Specialist II (Resource Center Specialist) position was created in 2003 as a temporary position. The Department of Human Resources recommends that temporary positions which have been in existence in excess of 2 years be made permanent and especially when funding for the position is stabilized which is the case here. Conversion to permanent status will enhance the appeal in the recruitment process to motivate qualified candidates to apply for a permanent position. This position is required for the following reasons: to provide continuous outreach to Hawaii Island communities; to assist with the oversight of HCRC's growing program; and to assist with the implementation of HCRC's islandwide initiatives. These initatives include the Community Development Plan process, Healing Our Island Community Grant Fund, Project Kumiai, and Ho'owaiwai -the Hawaii Asset Building Policy Initiative. Provides oversight, supervision, management, technical assistance and training of community liaisons and island-wide facilitators to develop a communications network that addresses social, economic and safety concerns of communities island-wide. No. 00-04256 Economic Development Specialist II, SR-22 Minimum Qualification Requirements: Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in marketing, business administration, public administration, economics, finance, foreign trade, or a related field and three (3) years of responsible work experience involving the compilation, examination, analyses, and interpretation of statistical and other data, one (1) year of which shall have involved the coordination and monitoring of community and/or economic development projects. License Requirement: Possession of a valid State of Hawaii driver's license (Class 3) or any other valid comparable driver's license, provided, this license requirement may be waived for qualified individuals with disabilities who are able to pertorm the essential duties of the position with or without reasonable accommodation. Knowledge of: principles and theories of marketing; advanced research and statistical methods, and techniques; report writing; grant writing; familiarity with governmental organization, programs, and functions as they relate to economic development and business; economic resource materials and sources; public relations.
