Re: Operating Budget
The State of Hawaii Department of Defense, State Civil Defense has received funds for FY2006 from
the Department of Homeland Security, through the infrastructure Protection Program and the
Homeland Security Appropriations Act to provide grant funding to the Buffer Zone Protection Program
to protect and secure critical infrastructure and key resource sites. These funds, totaling $189,000,
are being granted to the Hawaii County Civil Defense Agency, and are to be used to enhance the
County's response to incidents of terrorism, particularly those involving chemical, biological,
radiological, nuclear, and explosive incidents and to enhance buffer zone planning and security
enhancements for the Southern Cross Cabling Station located in Kona, Hawaii.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of Hawaii
Department of Defense, State Civil Defense for the Buffer Zone Protection Program.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating $189,000
into the Buffer Zone Protection Program account.

A. REQUEST:
To prepare a resolution to enter into an agreement and to accept a grant of $189,000.00 from State Civil Defense to be
used to enhance security with local emergency management, law enforcement and Southern Cross Cabling Station in
Kona, Hawaii.
Also, please prepare a bill for an ordinance to appropriate funds.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State of Hawaii has received funds for FY 2006 from the Department of Homeland Security, through the
Infrastructure Protection Program and the FY 2006 Homeland Security Appropriations Act to provide grant funding to
the Buffer Zone Protection Program to protect and secure critical infrastructure and key resource sites.

BUFFER ZONE PROTECTION PROGRAM
The State of Hawaii has received approval from the Department of Homeland Security (DHS),
through the Infrastructure Protection Program far the release of FY 2006 Buffer Zone Protection
Program grant funds. FY 2006 Homeland Security Appr+c~rHat[ons Act provided protection
action funding to protect and secure aitiral infiastructrire and key n'~uree sites:
The FY 2006 Buffer Zone Protection Program funds are provided to enhance redpient's

note R is law Enforcement Sensitive.
State CNq Defense has been designated as the redpient of the total alloo3ted grant funds. The
performance period for this grant Is October 1, 2006 bo September 30, 2008. As stated in the
Memorandum of Agreemerrt, Hawaii County Civil Defense Agency is allowed to sub grant these
funds to the Hawaii County Police Department to exeaibe the Buffer Zone Protection Pr~ram
requirements.
All funds have been recorded in the Initial Strategy Implementation Plan (ISIP) that kfentifles
expenditures. A Detailed Budget Worksheet will be required to support the purdx~ based on
the Vulnerability Reduction Plan.
