These funds, totaling $189,000, are being granted to the Hawaii County Civil Defense Agency, and are to be used to enhance the County's response to incidents of terrorism, particularly those involving chemical, biological, radiological, nuclear, and explosive incidents and to enhance buffer zone planning and security enhancements for the Southern Cross Cabling Station located in Kona, Hawaii. Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of Hawaii Department of Defense, State Civil Defense for the Buffer Zone Protection Program. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating $189,000 into the Buffer Zone Protection Program account. As stated in the Memorandum of Agreemerrt, Hawaii County Civil Defense Agency is allowed to sub grant these funds to the Hawaii County Police Department to exeaibe the Buffer Zone Protection Pr~ram requirements. All funds have been recorded in the Initial Strategy Implementation Plan (ISIP) that kfentifles expenditures. A Detailed Budget Worksheet will be required to support the purdx~ based on the Vulnerability Reduction Plan.
