Dcfe Q 3 2007. i ~ ii I ADDENDUM t i` IN ESTABLISHING A TWO=LANE WAIANUENUE ENTRANCE TO GILBERT CARVALHO'S PARK WILL PERMIT TRAFFIC ENTERING THE PARK FACING SOUTH ENTERING FROM THE LANE PROTRUDING FROM THE TRAFFIC LIGHTS. ALLOWING THF.. ENTRANCE TO THE PERK WILL PRUDENTLY BE SAFER MAKING THE LEFT TURN ON WAIANUENUE STREET IN THE AREA OF THE PARK. ANOTHER SUGGESTION IS THAT SINCE THIS PARK HAVE BEEN A VERY POPULAR RECREATIONAL AREA NOT ONLY FOR SPORTS, BUT FOR OTHER EVENTFUL ACTIVITIES. THE ENTRANCE LANE INTO AND EXITING FROM THE PARK SHOULD BEWIDENED TO ALLOW SAFE USAGE OF THIS STREET. ALSO, A SP.FER AREAS FOR SHOULDERS ADHERING TO THE TRAFFIC CODE OF ALLOWABLE SHOULDER WIDTHS. PRESENTLY, VEHICLES ARE PARKING ON ONE SIDE OF THIS ENTRANCE TO THE PARK BY ALMOST PARKING ON THE LANE WITH NOT ENOUGH SPACE AS A SHOULDER PARKING. - MAINTAIN THE STREAM WITH PROPER EXOTIC PLANTS AND WHITE AND YELLOW GINGER. THIS WILL HELP TO BEAUT-Y THE STREAM THAT FLOWS NORTH TO THE END. ADDED NOTE: WHAT YOUR WRITER IS SUGGESTING IS A SAFER AND MORE BEAUTIFUL PARK AND SURROUNDING AREA. Box 1877 Hilo, Hawaii 96721 ITEM OF IMPORTANT CONCERN RECENTLY, CONSTRUCTION WAS MADE FOR THE WHEELCHAIR HANDICAP, ESPECIALLY, VETERANS OF A MACADAM LANE FROM THE AREA CALLED "ARC OF HILO" TO THE BRIDGE ENTERING RAINBOW DRIVE. WHILE I COMPLIMENT THOSE WHO HAD THE VISION FOR THIS PROJECT UNDER THE "ADA" FUNDING AND PROGRAM. WHILE TRAVELLING ON THAT AREA, I NOT?CE A HANDICAP WHEELCHAIR PERSON USING THE LANE. TWO THINGS HAPPENED THAT ME VERY AWARE THAT WITH THE PRESENT TYPE OF CONSTRUCTION, THERE IS LITTLE PROTECTION FOR THESE PEOPLE, AS THE MOTORIST AHEAT' OF MF WAS FORCED TO prrLL TO THE LANE BECAT7E THE ONCOMING MOTORIST WAS nRI~SING T00_PAST AND IN: " "FaRMS WAY" TO THE MOTORIST AHEAD Or' ME AAT1> THE HANDICAP. I PERSONALLY PRESENTED THIS INCIDENT TO THE PUBLIC WORKS DEPARTMENT. I SUGGESTED THAT MACADAM PROTECTORS BE LAID PARALELL TO THE LANE. THEY WOULII NOT_ACCEPT', THIS - "IDEA", STATING THAT THE STATUTES STATES THAT TYPE OF PROTECTION WOULD THEN BECOME A SIDEWALK. SOMEHOW, I DO NOT AGREE WITH THEIR METHOD OF DELINEATORS. "AN OUNCE OF PROTECTION IS WORTH A POUND OF CURE". THIS LANE STOPS AT THE ENTRANCE TO THE BRIDGE WITH NO LANE TO CONTINUE ON.
