RE: Punahele Professional Building Association of Owners Re-zoning Request -Bill # 96
I am speaking in support of the re-zoning request made by Punahele Professional Building Association of
Owners. This azea of Hilo is a neighborhood in transition. When these residential lots were zoned for houses,
Hilo was a small town and Punahele Street was on the outskirts with very little traffic. Since that time,
Komohana Street has been extended, the County Jail has been expanded, the medical buildings have been built
and the neazby Intermediate School and High School have grown in size. Now, Punahele Street is a very busy
commercial area!
The Punahele Professional Building was built in 1998 to service the medical needs of all our Island of Hawaii
residents. In the last decade, the population of our Island has grown greatly and the medical needs of our
community have exploded. This Medical Clinic must have more pazking in order to service the medical needs
of Hawaii County. This is an Island wide issue and ALL CITIZENS of our County should be considered.
While a YES VOTE by this Council will be a VOTE to all Citizens of Hawaii, the Punahele Professional
Building Association of Owners is trying to work with and meet the needs of the four (4) houses that aze located
in the middle of this busy commercial azea, stuck between a prison, two busy streets and our medical offices.
In an attempt to be a good neighbor, Punahele Professional Building is willing to perform as follows:
1. With re-zoning, the subject property will remain fenced and not allow access to the lot or medical azea
from Punahele Street.
2. With this Zoning change, all traffic to the azea will enter from Pu'uhonu Place, NOT PUNAHELE
STREET, thereby reducing traffic on that very, very busy street by 20 cats.
3. With re-zoning, a six (6) foot high privacy vinyl fence will be installed along the property lines that aze
common with ALL the Neighboring lot owners. This provides more privacy than these adjacent lot
owners had when the lot was vacant and abandoned.
4. With re-zoning, the fencing will be secured at ground level to control caz fumes.
5. With re-zoning, the subject property will be used only between 6:00 A.M. and 6:00 P.M.
6. With re-zoning, the property will not be used at nights, on weekends or holidays.
This offer has been given to all of the owners and residents of the adjacent properties.
This azea of Hilo has grown and changed since the 1970's. This neighborhood was built adjacent to a lazge
prison. Thousands of cars pass on the streets adjacent to these houses every day. It will never again be a quiet
residential neighborhood on a dead end street.
Please help support the Doctors and medical personnel who conduct their business in Hawaii County. Show
them and our Island residents that you want them and their medical services to stay in Hawaii County. Support
this re-zoning request of PUNAHELE PROFESSIONAL BUILDING ASSOCIATION OF OWNERS.

their request to re-zone their lot down the street from you to allow for parking. The Association of
Owners is made up of many owners who provide medical services in our community.
Unfortunately, due to the population growth in our community, business is booming for our medical
providers. With this growth is the need for more parking at the Punahele Professional Building.
IF Punahele Professional Building is allowed to use this lot for parking the Association agrees to:
1) Install a vinyl fence between the back of your lot and the current parking lot in order to better
provide privacy to your lot.
2) Only use the new parking area during working hours only, Monday thru Friday.
3) Provide security for the area during the nights and weekends.
In short the Punahele Professional Building Association of Owners wants very much to work with
you, our neighbors. We are putting the above items in writing in order to assure you of our
commitment to work with our neighbors.
We request your support on this matter. Based on our commitment above, please sign below if you

Owners is made up of many individuals who provide medical services in our community.
Unfortunately, due to the population growth in our community, business is booming for our medical
providers. With this growth is the need for more parking at the Punahele Professional Building.
IF Punahele Professional Building is allowed to use this lot for parking the Association agrees to:
1) Continue to keep the vacant lot fenced by installing a vinyl fence between your property and the
vacant lot. The fence will be the same as the vinyl fence on the back of the lot. This fence will extend
the entire length of the property and extend to the ground to help provide complete privacy and protect
you from automobile fumes.
2) Plant nice foliage along the fence line to provide you more privacy. These plantings would be on
our property and could be on either side of the vinyl fence, depending on your wishes.
3) The parking area will only be used during working hours only, Monday thru Friday.
4) Provide security for the area during the nights and weekends.
We continue to be very interested in purchasing your property. We asked for an extension of this
hearing in order to continue to work with his family on the purchase of you property. We were not
granted this extension.
