I sincerely hope that our presence here will be productive.
For myself, I hope to see the end of 25 years of frustration.
Let me give you some background on the events of the past 25
years.
I must state up until the time the county gave a group of
people $10,000. to organize, there was no active Humane Society.

Around 1973 there was a sweeping national movement for a
more sensible, modern approach to animal control. Licensing
was an important factor.
H.I.H.S. was advocating to recind dog licensing. I read
this in the newspaper and approached the County Council,
and the Council responded. Ex. 1.
I became a member of the H.I.H.S. and brought in additional
members.
At the first membership meeting they chose not to have me on
the board, although I was nominated and their bylaws allowed
for 18 board members.
I had stepped on their turf and war was declared. Next, they
brought in the euthanair machine. I tried to inform them
and the Council how controversial the machine had become, and
that it was being banned and outlawed in several states.
Next came my efforts for spay neuter. That was not acceptable
to H.Z.H.S. All of m~,efforts w re either countered, ignored,
or discarded. Ex. 1, / ~ ~l ~j
And in time they realized that they were untouchable. For
25 years they made it impossible to communicate with myself
or anyone else. Example: grievances from employees, volunteers
are never addressed by the Society.
On July 26,1997 the President of H.I.H.S. was informed of
a serious morale problem at the Kona shelter. This letter
was signed by eight volunteers and until this day they did
not look into the problem. Ex.
Finally, they did the ultimate, they did not want to hear
anymore from me, and they banned me from the shelters under
threats of arrest and prosecution. Ex.
On april 10, 1998 I saw the dire need to discuss the grave
disadvantage of their policies of "fees for service",
and the need to restructure the spay neuter program. It is
apparent it is not reaching where it should, and a review is
necessary. For one thing, it is too expensive for average
income, and hard to convince people.
Since the H.I.H.S. is substantially funded by the County
X660.000. should it be considered a quasi County entity
and therefore mandated to abide by the Sunshine Law and
chapter 92 of the H.R.S?
Should monies appropriated for spay neuter be accounted for
separately?

Should the H.I.H.S commit themselves more seriously to spay
neuter and a humane solution to the over population of pets?
Should instructions on the use of Sodium Pethobarbital be
implemented, and hard to handle animals be sedated prior to
euthinasia?
Should the minutes of their meetings be submitted to the
County and available to their members and the public?
Should the County cease to fund positions not paramount to
the enforcement of the contract?
And those are questions to you, the Councilman.
The effectiveness of programs and activities depend on what
they intend to achieve, and what they actually do achieve,
I want to bring to your attention the article of April 5,
1998 in the Tribune Herald which states: last year they
handeled more than 16,000 animals, and they say that this
year they expect the number to grow to 17,000.
The reason is, so says the Executive Director, 'because
the people are still learning about H.I.H.S."

Divide this years of appropriation by the number of animals
handled and that will be between $45 and $50 a piece.
They propose to handle 1000 more animals next year, so
they will ask to increase the budget by at least 000

They run a combination of pet shop and slaughter house.`
Neither one very effectively or humane. As it stands, they
neither serve man nor beast.
After 25 years, drastic changes are needed. I suggest an
audit be performed. Followed by a rewriting of the contract,
that would make the board be responsible to the public.
A policeman should attend the monthly meetings and submit
the minutes to the County so there will be no surprises
like "fees for service".
There has to be definite control of this runaway organization.

I am simply amazed over your letter and your threats
on my personal life. Since you don't know me, never talked
to me, never met me, then the only real thing you could have
based your opinion upon is my letters to the Editor.
I never attacked you personally, I only referredto the
Humane Societys policies of "Fees for Service". I didn't
agree with it then and I don't agree with it now.
Your mind was made up and influenced by heresay.
Yes, I brought about Sodium Pentobarbital for euthanisa.
Yes, I campaigned relentlessly for Spay Neuter, and Yes, I
respect life and abhore cruelty of any kind!
And I am proud of it all.
So where does your personal attacks come in?
At any time you want to discuss the issues for the
good of the animals, just call me at 966-9852.
I feel I am a very reasonable person, when reason
prevails.

Dear Ms. Van Hove:
This is to advise you that due to your continuous disruptive behavior in our shelters
and toward Humane Society staff, you are no longer welcome to enter any premises
owned or operated by the Hawaii Island Humane Society. Thus, you are not
allowed to enter any of the three animal shelters run by the Hawaii Island Humane
Society, nor are you allowed to attend any fund raiser sponsored by, or on behalf of,
the Humane Society.
The Keaau Police Station has been notified (through Officer Aina) of the above. If
you attempt to enter any Humane Society premises at any time in the future, you
will be considered a trespasser and we will have you arrested immediately and
prosecuted to the fullest extent available under the law. We find it unfortunate that
we have come to this impasse; however, your continued actions are simply
unacceptable.
