HomeMy WebLinkAboutRES 379 Draft 01 2006-2008 COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 3'79 07 RESOLUTION ESTABLISHING NOVEMBER 15TH AS HAWAII RECYCLES DAY WHEREAS, November 15`h is America Recycles Day. The goal of the annual campaign is to encourage Americans to recycle and to buy recycled products. Since its inception in 1997, the America Recycles Day campaign has grown substantially. Last year, residents in every state of the nation participated in America Recycles Day and pledged to recycle; and WHEREAS,t he mission is to hold an annual awazeness event to promote the social, environmental, and economic benefits of buying recycled and recycling; and WHEREAS, the goal is to increase the purchase of recycled content products and recycling throughout Hawaii County; and WHEREAS, Reseazch reveals that the number-one motivation to recycle is to preserve and improve our environment. The primary reason people want to preserve our environment is for future generations; and WHEREAS, the Update to the Integrated Solid Waste Management Plan identified recycling as a major activity to help the County reach its goal to divert 50% of all solid waste that would otherwise go to a landfill, by 2008 and 80% by 2013; and Resolution 28-03 Draft 2 was approved by Council on January 23, 2003, setting forth these goals and policies, and WHEREAS, landfills have a finite amount of space. The South Hilo Landfill is projected to reach maximum capacity within a few years. The Pu'uanahulu Landfill has more available air space at this time, but it will also reach capacity at some point in the future; and WHEREAS, landfills are expensive to maintain. They must comply with strict Department of Health (DOH) requirements while in service and must be monitored for at least 30 years after they aze closed. The establishment of any waste disposal facility is controversial; and WHEREAS, recycling diverts material out of the waste stream, preserves natural resources and prolongs the life of the landfills. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that November 15`h be established annually as Hawaii Recycles Day. BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this resolution to the Mayor and all Department Heads.
