Testimony on Bill 167 as amended. October 16-17, 2007 Council meeting.
Aloha Distinguished Council Members,
The Bills proposed to regulate superstores as originally conceived for either protecting Mom and Pop stores or to bring
the development requests before Council to ascertain that infrastructure concerns were addressed have gotten so far off
track that the original concepts are lost. This issue was ona that generated a lot of response but unfortunately now has
created a divisiveness and animosity among County and State Agencies and among the populace of the County.
Because the issue as amended now is of a totally differcnt nature than the original concerns, interesting in its own right
but seeking control that will assuredly require judicial proceedings, I ask the Council to table the Bill with amendments
(forever) and simply allow economic forces to operate.
It is a time to heal.
