HomeMy WebLinkAboutRES 386 Draft 01 2006-2008 ~<v w. ~'4 COUNTY OF HAWAII STATE OF HAWAII ho,~~ RESOLUTION NO. 386 0~7 RESOLUTION URGING THE DEPARTMENT OF HAWAIIAN HOME LANDS AND OTHER PROPERTY OWNERS NOT TO NEGOTIATE ANY COMMERCIAL LEASES FOR BIG BOX STORES OR OTHER SUPER STORES IN SOUTH HILO UNTIL THERE IS AN ALTERNATE ROUTE BETWEEN HILO AND PUNA. WHEREAS, traffic has become a major concern on the Big Island and in recent years has affected the quality of life for East Hawaii residents; and WHEREAS, over the yeazs, shopping centers have been developed in the South Hilo area between Lanikaula and Kahaopea Streets, attracting not just Hilo residents, but also residents from Hamakua, Volcano and Puna; and WHEREAS, for residents from outlying rural azeas, the only way to access these shopping centers in South Hilo is to utilize Highways 19 and 11; and WHEREAS, Puna is said to be one of the fastest growing areas in the State of Hawaii; and WHEREAS, being an outlying rural area, Puna lacks the shopping centers that exist in South Hilo; and WHEREAS, most Puna residents travel the sole route into and out of Puna, via Highways 130 and 11, to frequent shopping centers in South Hilo; and WHEREAS, shoppers in the centers along Maka`ala Street and East Puainako Street will attest to the ever-growing traffic congestion and the frequency of accidents into and out of these shopping centers; and WHEREAS, any more stores, particularly big box stores or super stores with parking lots the size of football fields, will compound the existing traffic problem; and WHEREAS, the Puna Community Development Plan Transportation Working Group, among other things, has called for Railroad Avenue in Hilo to be extended to Shower Drive in Kea`au; and WHEREAS, this proposed route between Hilo and Kea`au would help to relieve some of the congestion that is currently occurring on Highways 130 and 11, without the addition of a big box store or super store; and WHEREAS, the Department of Hawaiian Home Lands or any other property owner in the South Hilo area should not negotiate any more commercial leases for big box stores or super stores in the South Hilo area until the Department of Transportation completes this alternate route between Hilo and Puna; and WHEREAS, since the Department of Transportation does not list the alternate route between Hilo and Ptrna as a project to occur in the next five years, the Department of Hawaiian Home Lands and any other property owner considering negotiating a commercial lease for a big box store or super store should encourage the Department of Transportation to expedite this necessary alternate route; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Department of Hawaiian Home Lands and any other property owner should not negotiate a commercial lease for a big box store or super store until an alternate route between Hilo and Puna is constructed and existing traffic congestion is relieved; and BE IT FINALLY RESOLVED, that the County Clerk shall forward copies of this resolution to the Department of Hawaiian Home Lands, the County Planning Department, the Planning Commission, the Department of Public Works, and the Department of Finance.
