RESOLUTION NO. 395 0~7
A RESOLUTION REQUESTING THE MAYOR TO FORM A TASK FORCE FOR THE
PURPOSE OF CREATING A SAFE PATHWAY FOR PEDESTRIANS, BICYCLISTS
AND JOGGERS TRAVELING WITHIN THE KEALAKEHE SCHOOL COMPLEX.
WHEREAS, in 2001, the Kealakehe Pedestrian Pathway was officially designated as a
perpetual easement by the County of Hawai `i and has since served as an alternate transportation
route within the Kealakehe School Complex for pedestrians, bicyclists, joggers and school
busses; and
WHEREAS, on September 24, 2007, the department of public works began construction
on a new connector road between the Kealakehe School Complex and the Villages of La`i`opua,
which is expected to be completed within one year of the start-up date; and
WHEREAS, construction of the roadway will interfere with and could potentially place
pedestrians, bicyclists, and joggers who use the Kealakehe Pedestrian Pathway in harm's way;
and
WHEREAS, a committee of concerned agencies and organizations held three meetings
to discuss these safety issues and agreed that the Kealakehe Pedestrian Pathway must, except for
school bus service, be closed during road construction; and
WHEREAS, Kealakehe Elementary, Intermediate and High School have sent letters to
the homes of all students to inform families of the closure and the department of public works
has posted a sign at the head of the Kealakehe Pedestrian Pathway to inform the general public;
and
WHEREAS, it is the policy of the county as stated in the County of Hawaii General
Plan, chapter 12.3 (o) to: "Develop facilities and safe pathway systems for walking, jogging, and
biking activities"; and
WHEREAS, it is the consensus of the committee that in order to support healthy
lifestyles and safe routes to school, and in keeping with the General Plan, it is important to
continue to discuss alternate routes for pedestrians, bicyclists and joggers traveling within the
Kealakehe School Complex; now therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
County Council requests the Mayor to form a task force for the purpose of creating a safe
pathway for pedestrians, bicyclists and joggers traveling within the Kealakehe School Complex;
and
BE IT FURTHER RESOLVED, that this task force would include, but not be limited
to, authorized representatives of the department of public works, Kealekehe Elementary,
Intermediate and High Schools, Kealakehe Community Association, Kaniohale Community
Association, and P.A.T.H. -People's Advocacy for Trails Hawaii and will serve as an island-
wide model for linking neighborhoods and schools via public pathways; and
BE IT FINALLY RESOLVED that the County Clerk shall transmit copies of this
resolution to the Mayor of the County of Hawaii and the director of the department of public
works.
