RESOLUTION NO. 403 0'7
RESOLUTION CREATING A GENERAL SERVICES SUPERINTENDENT POSITION,
AN ACCOUNT CLERK POSITION, TWO (2) GENERAL SERVICES SUPERVISOR
POSITIONS, FIVE (5) CUSTODIAN/GROUNDSKEEPER II POSITIONS, AND
TWELVE (12) CUSTODIAN/GROUNDSKEEPER I POSITIONS FOR THE
DEPARTMENT OF PUBLIC WORKS
WHEREAS, the Civil Case Number 98-244, United Public Workers Union (UPW) versus the
County of Hawaii, et al., relating to the privatization of janitorial and ground maintenance work, has
been settled; and
WHEREAS, the settlement calls for the County of Hawaii to hire UPW workers instead of
contracting out forjanitorial and grounds maintenance services; and
WHEREAS, in order to comply with the civil settlement and to meet the maintenance needs
of various County Departments and Agencies currently under private janitorial and groundskeeping
services, the Department of Public Works has taken on the task to provide these services; and
WHEREAS, twenty-one (21) new positions, which includes a General Services
Superintendent position, an Account Clerk position, two (2) General Services Supervisor positions,
five (5) Custodian/Groundskeeper II positions, and twelve (12) Custodian/Groundskeeper I
positions, will be created for the Department of Public Works' Building Division; and
WHEREAS, the Custodian/Groundskeeper I positions (5 for Hilo, 5 for Kona, and 2 for
Kohala) and the Custodian/Groundskeeper II positions (2 for Hilo, 2 for Kona, and 1 for Kohala) will
be used to clean, maintain County offices and grounds island-wide and the General Services
Supervisor positions will handle the supervisory and scheduling duties; and
WHEREAS, the General Services Superintendent will plan, direct and coordinate the
janitorial and groundskeeping requirements for various County departments and the Account Clerk
will provide clerical support to process timesheets and procurement documents and to maintain
fiscal and inventory reports and records; and
WHEREAS, there should be sufficient funds to cover the salaries and wages of these new
positions; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor
has the power to "Create positions...fortyhich appropriations have been made by the council...".
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that a General Services Superintendent, SR-21, position; an Account Clerk, SR-11, position; two (2)
General Services Supervisor, F2-02, positions; five (5) Custodian/Groundskeeper II, WS-02,
positions; and twelve (12) Custodian/Groundskeeper I, BC-02, positions be created for the
Department of Public Works.
BE IT FURTHER RESOLVED that there should be sufficient funds to cover the salaries and
wages of these new positions; and
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the
Departments of Finance, Human Resources, and Public Works.
