I hereby request that Bill 55, Draft 2, Relating to an Ordinance Providing for the Establishment
of the Kailua Village Business Improvement District No. 1, be placed on the County Council's
agenda for the November 7, 2007 Council meeting.
For Council Members' information, I am attaching a chronology of events relating to Bi1155,

May 11, 2007 Over 1,350 public hearing notice letters with Protest
form and Withdrawal of Protest forms mailed to
landowners and lessees who receive real property tax
assessment notices (names and addresses of landowner
and lessees obtained from the Real Property Tax Office.)
May 14, 2007 Public Heazing "Notice Inspection Folders" were made
available in the Clerk's office in Hilo, the Waimea
Council Office and the Kona Council Office. The Notice
Inspection Folder contained the following:

• Enlarged and colored map of proposed District
• Bill 55, Drafr 2

• Copy of Chapter 35, Hawaii County Code
May 22, 2007 Public hearing notice posted and mailed to Clerk's
regular mailing list (required)
May 27, 2007 Public heazing notice published in West Hawaii Today
and Hilo Tribune Herald (voluntary -not required)
May 29, 2007 Ad by Council Member Pilago published in West
Hawaii Today (voluntary)
June 4, 2007 Ad by Council Member Pilago published in West

Written Protests received:
• did not total the requisite landowners of 51% or more
of the total real property tax assessed value in the
proposed District; and
• did not total more than 50% of the owners of land in
the proposed District
The proceedings do not cease; Bi1155, Draft 2 to be
placed on the agenda of a future Council meeting at
which time the public will be given an opportunity to
testify again.
