As was noted in a prior communication to the County Council, No. 719, we mentioned that due to the settlement of the Civil Case Number 98-244, United Public Workers (UPW) versus the County of Hawai'i, et al., relating to the privatization of janitorial and ground maintenance work, we would transmitting other resolutions to create additional County custodial and groundskeeping positions. For the Police Department, the proposed four (4) full-time Custodian/Groundskeeper I positions will be located as follows: two (2) positions for the Kealakehe Station, one (1) position assigned to maintain the South Kohala Station and Mauna Lani substation, and one (1) position assigned to maintain the Puna Station and Pahoa substation. The proposed five (5) Custodian/Groundskeeper I (1/4T) positions will be situated as follows: one (1) position each at Kona (Captain Cook), at North Kohala, at Hamakua, at North Hilo, and at Ka'Q. Due to the urgency of creating these new positions for the Hawai'i County Police Department, they request a waiver from the Finance Committee and have this resolution heard at the Council meeting scheduled for November 7, 2007. Therefore, as the Police Department does not have any Unit 1 UPW employees, we must create them to service our district stations that were not exempt by the ruling (ARC for Hilo Station). 2. Can new duties be assigned to existing positions or handled in other way such as short term contracts, etc. No, as stated previously, we do not have any Unit 1 positons nor can we continue with contracts. As these duties are specific to Unit 1 positions, we are unable to transfer the duties to any other civil service positions within the department. 3. How will new position increase the efficiency/effectiveness of operations? (Use productivity measurements where possible.): The new positions will continue what the contractors were previously doing by providing a clean and safe work environment for the staff, as required by the Employer. No alternatives were considered, as the creation of the positions are required due to the recent ruling. Technological changes are not currently possible regarding daily sanitation and maintenance of our facitilies and grounds. 5. Why were manpower needs not planned through budgetary process? The department was not made aware last year that funds needed to be budgeted for this purpose, and therefore, continued to budget the funds in contracts. These funds will be transferred to the Salaries and Wages account to cover the budget. 6. List other rationale or pertinent statements and data: Although our department has other vacancies in the department, due to the nature of our public service duties, excess Salaries and Wages are often used to off-set the overtime accumulated and CTO pay outs based on contractual agreements. As the contracts were deemed cheaper than hiring civil servants, we are unsure whether the contract funds will cover all additional expenses for the new positions. Attached is a breakdown of the assignments based on the square footage, number of restroom ammenities, employees using the facility, and surrounding area. As these duties are specific to Unit 1 positions, we are unable to transfer the duties to any other civil service positions within the department. 3. (Use productivity measurements where possible.): The new positions will continue what the contractors were previously doing by providing a clean and safe work environment for the staff, as required by the Employer. No alternatives were considered, as the creation of the positions are required due to the recent ruling. Technological changes are not currently possible regarding daily sanitation and maintenance of our facitilies and grounds. 5. Why were manpower needs not planned through budgetary process? The department was not made aware last year that funds needed to be budgeted for this purpose, and therefore, continued to budget the funds in contracts. These funds will be transferred to the Salaries and Wages account to cover the budget. 6. List other rationale or pertinent statements and data: Although our department has other vacancies in the department, due to the nature of our public service duties, excess Salaries and Wages are often used to off-set the overtime accumulated and CTO pay outs based on contractual agreements. As the contracts were deemed cheaper than hiring civil servants, we are unsure whether the contract funds will cover all additional expenses for the new positions. Attached is a breakdown of the assignments based on the square footage, number of restroom ammenities, employees using the facility, and surrounding area.
