Re: Resolution 345-07 -Resolution to Amend the Zone Boundaries of
the Hilo-Puna and North Kohala Enterprise Zones
Following the County Council's action on October 17, 2007 to defer Resolution
345-07, which would amend the zone boundaries of the Hilo-Puna and North
Kohala Enterprise Zones, the Department of Research and Development took steps to
inform and meet with business owners within the proposed Hilo-Puna extension.
The Department worked with staff of the University of Hawaii at Manoa's College of
Tropical Agriculture and Human Resource (CTAHR) to distributed meeting notices to
businesses on 'Ama'uma'u Road in Volcano. As a result of the notice, Department staff
received several telephone calls of inquiry and an email from persons who were not able
to attend the meeting.
A meeting was held on October 25, 2007 at Cooper Center in Volcano with 8 members
of the community in attendance. Information was presented regarding the benefits and
requirements of the Enterprise Zone Program and the proposed expansion was
reviewed. Following questions and answers, the general consensus was favorable
toward the proposed expansion of the Hilo-Puna Enterprise Zone boundary with several
in attendance inquiring how soon the area could be designated, as they saw the benefit
to their companies. The Department announced that a few days would be given for
response from others not in attendance that may have questions or concerns. To date,
no other communications have been received from the community.
Research and Development requests that Resolution 345-07 be placed on the Council's
agenda for consideration at your earliest convenience. I or the Deputy Director will be in
attendance to respond to any questions or concerns Council members may have.
