No. 332-07 PLACE: Sheraton Keauhou Bay Resort and Spa 78-128 Ehukai Street Kailua-Kona, Hawaii TIME: 10:15 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Safety and Parks and Recreation, to which was referred Resolution No. 332-07, reports as follows: Resolution No. 332-07, transmitted by Council Member Donald Ikeda via Communication No. 663, dated September 7, 2007, requests Mayor Harry Kim to expand, cleaz, beautify, and improve Gilbert Carvalho Park. On May 26, 1999, Governor Ben Cayetano signed Executive Order No. 3774, which set aside for the County 15.789 acres of land comprising the existing Gilbert Carvalho Pazk and also Executive Order No. 3773, which set aside for the County an additiona124.947 acres of land that is situated adjacent (mauka) to the existing pazk site. Council Member Donald Ikeda stated that Gilbert Carvalho Pazk is one of the most heavily used pazks in Hilo and that it is in dire need of expansion and improvements in order to provide a safe, healthy, and enjoyable environment for all pazk users. He also stated that the project would cost approximately $1 million, which would possibly come from the General Fund, and that the administration is supportive of the project. The community has also expressed support and willingness to provide assistance. Council Chair Pete Hoffmann spoke in support of the project and stated that more parks are needed throughout the County; he urged Council Member Ikeda and the Departrnent of Parks and Recreation to proceed quickly with the expansion/improvementplans. Council Member Bob Jacobson also spoke in support, but was concerned about the cost; he suggested that the County find ways to keep the cost down. PSPRC Report No. 8 Comm. No. 663/Res.
