A RESOLUTION ADOPTING THE NATIONAL ASSOCIATION OF COUNTIES'
STATEMENT OF VALUES FOR THE COUNTY OF HAWAI'I
WHEREAS, the National Association of Counties (NACo) has adopted a statement of
values [for the NACo Platform] to grid its .ffort in he ing counties define and secLre
h it own co m ,nily_vision; and
[WHEREAS, Article XI, Section 1 of the Hawaii State Constitution states that the
State and its political subdivisions shall conserve and protect Hawaii's natural beauty and
all natural resources, and shall promote the development and utilization of these resources
in a manner consistent with their conservation and in furtherance of the self-sufficiency of
the State; and]
WHEREAS, the statement of values reflects the fundamental concepts of [sustainable
communities with the concept] sustainabiluy and supports the nrinciplgthat communities
[should] develop their own vision of [their] a sustainable future [and consider how all the
elements of a sustainable community aze interrelated]; and
WHEREAS, the members of the County Council of Hawai' i recognize that economic
opportunity, environmental integrity, and societal equity aze the three nillazs of
suctainabili nd the foundation upon which [counties] the
county can build a better
quality of life for its citizens; and
WHEREAS, as locally-elected representatives, Council members have a significant
responsibility to provide leadership that will seek community based solutions to
strengthen the county[.];.~nS1
WHEREAS, the Hawaii County Council adopted resolution 188-97 which supports
the development and implementation of public policies and planning strategies which
promote sustainability throughout the County and State[.];~Ild

NOW, THEREFORE, BE IT RESOLVED [by the Council of the County of Hawaii]
BY THE OUNCIL OF THE COUNTY OF HAWAII that, in conjunction with the
National Association of Counties, [it supports] the Council adopts the following values
which [can lead to development of] promote sustainable communities:
• Economic vitality [which] is crucial to the health of every community;
• Natural, scenic, cultural and historic resources [that] aze important community assets;
• Choices [should be] ~'g made to accommodate economic [development] onnortunities
while preserving [vital natural] environmental [systems] j~p~X;
• [The process of arriving at] Developement of a community vision [should be] j~ open,
[and] inclusive, and reflects the [diverse] diversi of the population [of the
community];
• [Because communities and their surrounding azeas aze interdependent, there is a need
for] Int rd n ndent co mu i i c ,c .collaborative approaches to [problem solving]
solve problems;
• Safe, healthy, and clean communities aze necessary to ensure a high quality of life
[for their citizens];
• [Recognize that our citizens aze] Citizens are recognized as the source of
governmental power and authority;
• Community stability and social well being go hand in hand.
BE IT FURTHER RESOLVED that copies of this resolution be transmitted to The
Honorable Randy Johnson, President, National Association of Counties; The Honorable
Rene Mansho, President of Hawai i Association of Counties; The Honorable Senator
Andrew Levin; The Honorable Senator Wayne Metcalf; The Honorable Senator Malama
Solomon; The Honorable Representative Jerry Chang; The Honorable Representative
Robert Herkes; The Honorable Representative Eric Hamakawa; The Honorable
Representative Dwight Takamine; The Honorable Representative Paul Whalen; The
