Your Committee on Public Works and Intergovernmental Relations, to which was referred
Resolution 314-07, reports as follows:
Resolution 314-07, transmitted via Communication No. 620, dated August 6, 2007, from Deputy
Corporation Counsel Craig T. Masuda, authorizes a grant of easement for sewer and water line service
purposes affecting and within Alenaio Lane to HJC Development Corporation. An independent appraiser
has determined that the fair market value of the site with an area of 239 square feet is $583.16.
Section 2-11 1 of the Hawaii County Code 1983 (2005 Edition), as amended, requires that the Council, by
resolution, authorize the Grant of Easement from the County of Hawaii, subject, however, to reversion to
the County of Hawaii upon termination or abandonment of the easement for the specific purposes for which
it was granted.
Your Committee also heard from Assistant Corporation Counsel Gerald Takase that this is a private utility
easement for a nine unit apartment complex.
Your Committee on Public Works and Intergovernmental Relations is in accord with the purpose and intent
of Resolution 314-07, and recommends its adoption.
