Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication 680, regarding Bill No. 177, relating to establishing a new bus stop location along
Kamehameha Avenue, west side, beginning from a point sixty feet south of Kalakaua Street extending
fifty feet in the southerly direction for a limited time from 2:00 pm to 3:00 pm on school days, reports as
follows:
Bill 177, transmitted by Director of Public Works Bruce McClure, via Communication No. 680, dated
September 12, 2007, amends Chapter 24 of the Hawaii County Code 1983 (2005 Edition, as amended),
relating to Vehicles and Traffic.
The Department of Public Works states this bus loading zone is being provided to reduce congestion
along the pazking lot mauka of Kamehameha Avenue during the afternoon when the Connections New
Century Public Charter School buses are loading students for their homeward journey. Since parking is a
premium, this zone will only operate for one hour on school days.
There was no testimony from members of the public regarding the proposed bill.
Mr. Ronald L. Thiel, Traffic Division Chief from the Department of Public Works appeared before your
Committee, however there were no questions amongst your Committee members.
Your Committee on Public Works and Intergovernmental Relations is in accord with the purpose and
intent of Bill No. 177, and recommends it pass first reading.
