Your Committee on Finance, to which was referred Resolution No. 330-07, reports as follows:
Resolution No. 330-07, transmitted jointly with Bill No. 174 by Director of Finance
William Takaba, via Communication No. 660, dated September 4, 2007, authorizes the receipt
and expenditure of the Hilo Salvation Army awazd of $67,325 for the Pahoa Weed & Seed
Program.
The Hilo Salvation Army, through the State of Hawaii Attorney General's Office, has received
$67,325 through the State Legislature designated for the Pahoa Weed and Seed program. The
Hilo Salvation Army is awazding the above amount to the Hawaii County Police Depaztment for
services related to enforcement in their Pahoa Weed and Seed proposal. The funds will be used
for overtime expenses, travel to informational conferences, and to purchase equipment, such as
LCD projectors, Spyware, and laptop computers, to assist with the objectives of this program.
Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent
of the Council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers ganted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in acwrd with the purpose and intent of Resolution No. 330-07,
and recommends its adoption.
