Your Committee on Finance, to which was referred Resolution No. 331-07, reports as follows:
Resolution No. 331-07, transmitted by Director of Finance William Takaba, via Communication No. 661,
dated September 5, 2007, abolishes the vacant Recreation Director II position within the HI-PAL
program, and creates a Clerk III position to assist with the duties, which have been assigned to two Police
Officer II positions.
The Clerk III position will be assigned to take over some of the remaining duties of the Recreation
Director, such as, but not limited to maintaining the HI-PAL inventory, purchasing and tracking all
supplies, preparing forms/packets, filing, and maintaining the records of the HI-PAL program activities.
The Clerk III position will also assist the Community Policing, School Resources, HI-PAL programs and
the Traffic Enforcement Unit with various accounting and clerical duties including payroll, requisitions,
budget, and con•espondence that are currently being performed by the Lieutenant and Sergeant of the
respective areas. By creating this position, the sworn supervisory staff will have more time to supervise
their respective staff and concentrate on their program requirements and deadlines; instead of performing
clerical tasks. Funds will become available in the Police's HI-PAL Regular Salaries and Wages Account,
upon the abolishment of the Recreation Director II position.
Pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, the Mayor has the power to "Create
positions...for which appropriations have been made by the Council."
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 331-07,
and recommends it pass first reading.
