The <br /> Planning Department checks parking during plan approval review. If the bill is signed, the <br /> Planning Department will have some plan approval applications still pending for which the <br /> review had not been completed. It would be quite unfair to reject plans that complied with the <br /> Zoning Code when they were received, but which are out of compliance when they are actually <br /> checked for parking because of a change in the law. <br /> This can be done by a simple amendment to sec. 6 of Bill 79, so that it would read: <br /> "SECTION 6. This ordinance shall take effect upon its approval[.] and be applied to applications <br /> for plan approval received after its effective date." <br /> We think that this result could be achieved by administrative decision, without amending the bill, <br /> but out of caution, we request that the council so amend the bill at first reading.
