Harris was to update the land use/socioeconomic data, traffic data and transportation nerivork inventories necessary to update the island's travel demand model to a new base condition, in this case_to the year 1992,. T}vs chapter focuses y/ _ essentially on the work to~date the land use%socio@c0,~.iZR;nlc inventories to 1992 condiAOnsa andQ~ the efforts to subdivide certain "traffic analysis zones" tTAZs) to improve performance of the / TRANPLAN-based travel estimation model. 2.1 LAND I7SE/SOCIOECONOMIC UPDATE 'T+~ 1992 CONDITIONS Thz original travel demand estimation model for the Js'.~urd of Hawaii, which was developed for the (1991) Long Range Highway Plan, was valida~.ed using a 1987 base year The socioeconomic, traffic and highway nzhvork data used ;o support the model were based on 1987 observed conditions. These land use/socioeconomic <taca needed to be updated from 1987 to 1992 conditions fot the Long Range Land Transportation Plan. FORECAST YEAR MODEL SIMULATION GI ~ Chapter 4, which revolves"around the forecast year (2020) travel estimation model and its application, deals essentially with three important topics, namely: (1) forecasting of land use%socioeconomic data by tiaffiG zone for the horizon yeaz; (2) definition and coding of the "existing plus committed" highway network for future year modeling; and (3) determination of year 2020 network deficiencies (in the absence of improvements other than those taken as committed), Each topic is addressed in tam 4.1 LAND USElSOCIOECONOMIC PROJEC'~!'IONS TO YEAR 2020 A forecast year of 2020 was selected for the long rangy, ]~ian update. Islandwide "control" totals for population, employment and visitors were d>:eloped by the State Department of Transportation using the State's econometzic modal. '1"he allocation of opulation, employment, visitors and land use to individual TAZs was c:arncd out by the consultant team using information from the Hawaii Count~General F'la~.r., and Development Plans, Land Use Commission applications and files, and Hawaii County I:)eparnnent of Water Supply p and s The islandwide totals for year 2020 provided by the State DOT for the consultant's use comprise: • Population (resident) 209,500 • Employment (civilian) 102,8(%0 • Visitors (annual) 1,800,000 In order to nut the travel demand model (trip generation module), year 2020 socioeconomic/land use figures needed to be disaggregated to the same spcri(ic variables as discussed in Chapter 3 Cor the base yeaz 1992. They also had to be assigned t ~ traffic zones. The lower the degree of impact, the bettrh Scored subjectively, a low degree of environmental impact is scored as 1, medium environrnental impact is scored as 3, and a~ high. degree of environmental impact is scored as S. 5.3 EVALUATION OFALTERIVATIVEPAt1~'2~4GES Tables S-6, 5-~, 5-8 and S-9 provide, by geographic a;-aa, the systemwide evaluation results for the various packages of modeled street and highway improvements. Table 5-6 furnishes results for islandwide circulation alternatives, Table 5-7 for Puna circulation alternatives, Table 5-8 Cor Hilo arculahon alternatives and Table 5-9 for Kona circulation altematives• Each altemative represented a uniquely coded highway network dill-eacut from the others. Each altemative scenario was reviewed for the subjective criteria and TR.~~,iv7aLAIV model outputs from the HEVAL (I~igitway EVALuation) module were recorded. Ccmpanson of results should be made within geographic areas and not between or among geographic areas, as there were differences in what was taken as "background" network (owing, for exarr;,;le, to greater network detail being required for conducting subarea studies like that for the Hilo i.ub m area), Mixed results aze evident in viewing Tables 5-6 th . u:;h 5 9. As an example with respect to islandwide circulation (Table 5-6), Alt 4 compares fav~;ably im performance measures owing at least partly to the gains to be achieved by widening Hawaii Belt Road from Hilo to Waimea yet the same proposed widening renders the altemative 1.1~ysically questionable because of the very rough terrain along the Hanmakua coast.
