Re: Operating Budget
On October 17, 2007, the County Council adopted Resolution No. 361-07 which transferred
$15,000 from the Clerk-Council Services Contingency Relief account to the Highway Fund. The
Contingency Relief funds from the Council District 9 will be used by the Department of Public
Works to purchase materials to pave the Puako Access Road. This proposed 16 foot wide
asphalt access road addresses the community's concerns and help deal with the residents that
tend to block the access roads and it will also provide for a fire break and a route to a possible fire
in the area for the Fire Department.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating the $15,000
into the North & South Kohala Road OCE account within the Highway Fund.
Since the monies have already been approved for transfer to the Highway Fund, the Department
of Public Works would like to request a waiver from the Finance committee and have this bill heard
at the Council meeting scheduled for November 20, 2007.

A. REQUEST:
Amend Ordinance 07-82 for the Highway Fund as follows:
020.3609.11 Transfer from General Fund 15,000.00
020.301.5301.32.230 N & S Kohala Road, Materials 15,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Resolution 361-07 approved by Council, authorizes funding from Clerk Council Services-Contingency
Relief account to the Transfer to Highway funds, $15,000.00 for the Puako Access Road paving.
We are requesting these funds to be appropriated in the Highway Fund.

Operating Budget For The County Of Hawaii For The Fiscal Year Ending June 30,2008.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance
for placement on its future agenda.
