Dear Curtis:
The resolution 228-98 to Adopt tree National Association of
Counties statement of values seems like an excellent thing to do.
As I read that proposed resolution, the intent seems to be to re-
turn government back to the people, a return to a government
"of the people, by the people and fo!' +:he people" as President
Lincoln envisioned democracy.
The many years of one party r~.,Gle in Hawaii has created an
environment where the government i~ sir~nted to special interests,
including abdication of control to Unions, all of which is con-
trary to good democratic government principles.
The Declaration of Independence• e,lso has some very cogent
applicable language the one-party :,o~'::rnnent has either forgotten
or has ignored. In particular it in part "Governments are
instituted among men deriving their ;urt powers from the consent
of the Governed, that whenever any farm of Government becomes de-
structive of these ends, it is the rs;ht of the people to alter,
or to abolish it and to institute nee, };overnment
I urge unanimous Council appr~~.i~' of Resolution 228-98.
