Re: Resolution Authorizing the Adoption of USDA Form 1780-27 and Other Actions for the
Benefit of the Department of Water Supply Andrade Camp Water System Improvement Project
Enclosed is a resolution to adopt USDA form 1780-27, a loan resolution providing for the incurrence
of indebtedness for the financing of the Department of Water Supply's Andrade Camp water system
improvement project in Pepe`ekeo, Hawai'i. The resolution also authorizes the County to enter into
a grant agreement with the United States of America, pursuant to HRS, Section 46-7; and to
authorize the Mayor, Department of Water Supply Manager, Finance Director, and Chairman of the
County Council to take all necessary action(s) to facilitate and execute such loan and grant
agreements.
The bond ordinance for this project was passed by the Council and became effective on
October 19, 2007.

A. REQUEST:
Request the Council's consideration and passage of a resolution to finance a water system upgrade of
Andrade Camp, Pepe'eko. The resolution authorizes the adoption of USDA Form 1780-27 providing
incurrence of indebtedness for the financing of the water department project; obtains consent to enter into an
agreement with the United States of America, pursuant to HRS, Section 46-7 to receive a grant for a portion
of the costs of the project; and to authorize the Mayor, Water Supply Department Manager, Finance Director,
and Chairman of the County County to take all action(s) necessary to facilitate and execute such loan and
grant agreements.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The residents of Andrade Camp wish to upgrade their water system that was formerly maintained by C.
Brewer & Co. A combined effort of government agencies, notably the Dept. of Water Supply(DWS) and
Representative Dwight Takamine worked with the USDA to provide financing for the water system
improvement through a grant of $510,500 and loan of $147,000. The financing from USDA is contingent on
the County issuing a general obligation bond that will be used to secure the loan. Bond payments will be
made by the County, but will be reimbursed by DWS. DWS will, in turn, bill the Andrade Camp association
members for their portion of the bond payment. Ordinance 07-149 authorizing the issuance of general
obligations bonds to finance this project became effective on October 19, 2007. The construction contract is
scheduled to be awarded in January, and construction is scheduled to start in March.
