Your Committee on Finance, to which was referred Bill No. 180, reports as follows:
Bill No. 180, transmitted by Director of Finance William Takaba, via Communication No. 696, dated
September 25, 2007, amends Ordinance No. 07-82, as amended, the Operating Budget of the County
of Hawaii, ending June 30, 2008. The amendment is as follows:

3609.11 Transfer from General Fund Highway $40,000
To:
020.301.5301.32 North & South Kohala Road OCE Highway $40,000
(Paving of Waikoloa Emergency Access
Road & Pakanu Street)
The County Council adopted Resolution No. 319-07 on September 6, 2007, which transferred $40,000
from the Clerk-Council Services Contingency Relief account to the Highway Fund. These funds will
be used by the Department of Public Works to (i) pave portions of the emergency access road
extending from Hulu Street in Waikoloa Village to Queen Ka`ahumanu Highway along the Kohala
Coast to mitigate potential storm damage or erosion hazards to the road and (ii) complete the paving of
Pakanu Street in Waikoloa.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 180, and recommends
it pass first reading.
