Your Committee on Finance, to which was referred Resolution No. 358-07, reports as follows:
Resolution No. 358-07, transmitted by Director of Finance William Takaba, via Communication
No. 709, dated September 26, 2007, authorizes the changing of the position status of a
Department of Research and Development's Economic Development Specialist II (Temporary)
position, within the Hawaii County Resource Center (HCRC), to permanent status.
The conversion of this position, number 00-04256, from temporazy status to permanent will
enhance the appeal in the recruitment process to motivate candidates to apply. This position is
required to provide continuous outreach in the community and to assist in the implementation
phase of the Community Development Plan. Funding for this position was set aside as part of
the Community Development Plan under the HCRC's account.
Ms. Diane Ley, Deputy Director of the Department of Research and Development informed
Your Committee that this position was created in 2003 as a temporary position, and at one point
in time the position was vacant for one year due to the fact that the status of the position was
temporary. Changing the status to permanent will attract recruitments for the position.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 358-07,
and recommends its adoption.
