Your Committee on Finance, to which was referred Resolution No. 359-07, reports as follows:
Resolution No. 359-07, transmitted jointly with Bill No. 186 by Director of Finance
William Takaba, via Communication No. 710, dated October 1, 2007, authorizes the Office of
the Mayor to enter into an agreement with the State of Hawaii Department of Defense, State
Civil Defense, pursuant to HRS 46-7, for the Buffer Zone Protection Program.
The State of Hawaii Department of Defense, State Civil Defense has received funds for FY
2006 from the Department of Homeland Security through the infrastructure Protection Program
and the Homeland Security Appropriations Act to provide grant funding to the Buffer Zone
Protection Program, to protect and secure critical infrastructure and key resource sites. These
funds, being granted to the Hawaii County Civil Defense Agency, are provided to enhance the
County's response to incidents of terrorism, particularly those involving chemical, biological,
radiological, nuclear, and explosive incidents, and to enhance buffer zone planning and security
enhancements for the Southern Cross Cabling Station located in Kona, Hawaii.
Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent
of the Council to enter into agreements with the Federal or State governments respecting action
to be taken pursuant to any of the powers granted by law to furnish, expend and receive any
funds or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 359-07,
and recommends its adoption.
