No. 360-07 PLACE: Sheraton Keauhou Bay Resort & Spa TIME: 10:32 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 360-07, reports as follows: Resolution No. 360-07, transmitted jointly with Bil] No. 187 by Director of Finance William Takaba, via Communication No. 711, dated October 1, 2007, authorizes the Office of the Mayor to enter into an agreement with the State of Hawaii Department of Defense, State Civil Defense, pursuant to HRS 46-7, for the FY 2007 Homeland Security Grant Program. The State of Hawaii Department of Defense, State Civi] Defense has been awarded the FY 2007 Homeland Security Grant Program (HSGP) funds from the Department of Homeland Security Federal Emergency Management Agency, Preparedness Directorate Grants and Training. The FY 2007 HSGP funds are provided to prevent, deter, respond to, and recover from threats and incidents of terrorism, and it supports the County of Hawaii in leveraging funding to support Homeland Security Initiatives, A total of $1,074,178 was granted to the Hawaii County Civil Defense Agency and are to be used for the continued development of three (3) programs: 1 }State Homeland Security Program (SHSP); 2) Law Enforcement Terrorism Prevention Program (LETPP); and 3) Citizen Corps Program (CCP). Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent of the Council to enter into agreements with the Federal or State governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers.
