RESOLUTION NO. 425 0'7
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S)
WHEREAS, Resolution No. 419-06, Draft 3, requesting the Department of Reseazch and
Development to prepare a Hawaii County Energy Sustainability Plan was duly adopted by the
Council; and
WHEREAS, the Department of Research and Development has an existing contract with
The Kohala Center to prepare a plan to transition Hawaii Island to greater use of renewable
resources for the production of electrical energy and transportation power, and to reduce overall
energy usage through enhanced efficiency measures; and
WHEREAS, the Department of Research and Development has requested a total
allocation of $75,000 for fiscal year 2007-2008, to support the implementation of key
recommendations of the Hawaii County Energy Sustainability Plan; and
WHEREAS, the Department of Research and Development, in partnership with The
Kohala Center and the Mayor's Energy Commission, will undertake the following three projects
in fiscal year 2007-2008 in support of greater energy self-sufficiency for the County; and
WHEREAS, the first project will be to research and recommend methods of ensuring
that developers participate in the County's energy efficiency and renewable energy initiatives;
and
WHEREAS, the second project will be to create and distribute Hawaii County-specific
energy use labels for household appliances and vehicles to more accurately inform purchasers
about the actual energy efficiency of these items; and
WHEREAS, the third project will be to initiate a comprehensive public education and
outreach program to increase citizen awazeness and participation in the County's energy
efficiency and renewable energy initiatives; and
WHEREAS, contingency relief funds from Council District 8 will be appropriated to the
Department of Research and Development for the Kohala Center to support the implementation
of the Hawaii County Energy Sustainable Plan; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of Research and Development and the Director of Finance and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
