Establishing a Hawaii County
Cultural Resources Commission
I am writing as a member of the Preservation Taskforce group and as a community member
in support of Council Bill 176, establishing a Hawaii County Cultural Resources
Commission.
I encourage you to support this Bill, Draft 2 as presented with out changes.
This is the version that had unanimous approval at Planning Committee; unanimous
approval at First Reading; and was deferred on Second Reading to Final
Consideration for today. If it is approved without any further amendments, the
ordinance will meet all the requirements for Hawaii County to become a Certified
Local Government (CGL).
The County may apply for federal funds for all kinds of things, with or without the Cultural
Resources Commission. The funding that is at risk is specifically for Certified Local
Governments and for surveys and inventory projects. To access the CLG funding, the
County needs to both authorize and implement the Cultural Resources Commission, then
apply to become a Certified Local Government, then apply for the funds. It is a multi-step
process.
This Bill does not duplicate the work at the State level, but as a County effort, it would
provide assistance at the local level for determining what is significant in the County of
Hawaii. This Bill will help to preserve and protect the significant pieces of history for the
future, it is imperative that the County of Hawaii take the position of leader in preserving
our resources.
