Subject: Testimony for Bill 51 and opposing Bill 151
Aloha Council,
My name is Zon Sullenberger and I am a practicing architect and member of the AIA. I fully support Bill 51 as
proposed by Councilman Stacy Higa and amended with the input of Galen Kuba from DPW and members of the
AIA and the HSPE. I find this Bill 51 to be a reasonable measure of flood plain management, exceeding the
NFIP / FEMA minimum standards without unfairly burdening the entire county with needless effort and expense.
Further, I oppose Bill 151 in its current form as it is still riddled with technical and language problems that will
cause and undue burden on many members of the county.
Thank you for your efforts in serving our County.
