Aloha Chairman Iioffmarut and members of the County Council,
I'm Gene Leslie and my partner, Richard Gouviea and I awn and operate Fio?ver>

cammu:nity and currently serve as president of Kuakini Hawaiian Civic Club.
I auppo,a the establishment of the lCailua Village Business Itxeprovement T3istrirl:
No. Z. for the betterment of our community.
We can all agree that Kailas Village needs immediate attention. It's dirty, darl:
and unsafe. Look at the success the Waikiki Business lmptrovement District vrd
the Fort Stmet Mall Business Improvement District had on the areas that are
included there. They are successful. examples of the ability an Improvement
Disorict has to re-eRtablieh a quality of life everyone ran be proud of.
Where F:allua Village was once a significant area, culturally, it now suffers from.
lack of upkeep and any type of attractiveness. Hulihee Palace, Ahuerta 1-leiau
ar?d Moi'suaikaua Church deserve surroundings that invite visitors and reeidan is
to come and learn about these important historical places.
'This private and public parpnership will work to im rave and maintain the
physical appearance and aFStltetir_s of public right o~ways, inrneased deatslir+c _ye
and seau'tty.
I urge you to pass Bi1152, Qraft 2 and lens get Kailua Village cleaned up.
