Uate N~- " Hawaii County is an Equal Opportunity Provider and Employer" SAFE COMMUNITY HIGHWAY SAFETY PROGRAM FINAL REPORT PROJECT TITLE: HCPD CLICK IT OR,TICKET PROGRAM/OP07-OS (02-H-02) Priority Area: I Area: Occupant Protection The goal of this project is to reduce fatalities and injuries to front seat occupants, and rear seat occupants aged 17 and under, of motor vehicle collisions by increasing public awareness of the youth backseat seat belt laws. 1. Conduct two "Click It or Ticket" 3 on 3 Basketball Tournaments (one in Puna and one in Kona) for youth aged 6 through 18. Each event to run three days. 2. Have the participation of about 600 youth and attendance of about 1200 people at the two events. 3. Obtain about 1000 pledges from youth and adults to wear their seat belts and ensure that all occupants of vehicles operated by them are seat belted. 4. Issue 1000 "Click It or Ticket" t-shirts promoting seat belt use to all participants and volunteers of the event. 5. Conduct a "Click It or Ticket" presentations throughout the events. 6. Issue about 300 customized "Click It or Ticket" medals to placing teams in each age division. 7. Involve community and student volunteers in assisting with the tournaments. Place "Click It or Ticket" posters in public schools . 8. Coordinate a cooperative media event to be held during the tournaments, to include Keiki car-seat checkpoint, booster-seat educational presentation and enforcement projects to be conducted to coincide with the tournaments. 9. Tournaments to be held on or about the "Click It or Ticket" mobilizations. 10. Partnerships with the Department of Education, Keiki Injury Prevention Coalition, Department of Health, HATCH, High School Key Clubs, and community organizations will be formed to coordinate and facilitate these tournaments. 11. Identify organizations and opportunities to make this aself-sufficient event. GRANT PERIOD RESULTS: ~ (FINAL REPORT) Narrative Two Click It or Ticket basketball events were held during this grant period as part of the Police Department's education and awareness campaign. The first event was held in East Hawaii at the Keaau High School Gym in May during the National Click It Or Ticket Campaign. The second event was held in Kona in August. There were seat belt and Keiki car seat and booster seat checks conducted during the events. Tee shirts and educational materials were handed out to the public. Both events combined hosted well over 600 youths and participants, and over a thousand people were in attendance. In addition: • We obtained about 600 pledges from youth and adults to wear seat belts and ensure that all occupants in their vehicles are also belted in. • An Estimated 1,600 spectators attended both events. 1``~"~ • Over 600 CIOT Tee shirts were given out to athletes, volunteers and spectators. • About 300 CIOT medals were awarded to participants. • There were 49 teams participating in West Hawaii and about 40 teams in East Hawaii. The Big Island achieved an all time high seat belt usage rate of 97.57%. The usage rate for passengers, including young adults was measured at 97.42%. The last seat belt survey was conducted by the University of Hawaii during the Summer of 2007. yrrr.' HI-PAL Click it or Ticket 04-3-07 Page 1 of 1 HAWAII POLICE DEPARTMENT HAWAII ISLE POLICE ACTIVITIES LEAGUE OFFICER JOSEPH BOTELHO JR., HI-PAL COORDINATOR, EAST HAWAII PHONE: 961-2219/961-2220 FAX: 961-2209 APRIL 3, 2007 MEDIA RELEASE The Hawaii Police Department's Traffic Services Section and Hawaii Isle Police Activities League (HI-PAL) are sponsoring a "Click It or Ticket" three-on-three Basketball Tournament on May 18-20, at the Keaau High School Gymnasium. Team entries are being accepted in the following age groups: 5-6, 7-8, 9-10, 11-12, 13-14, 15- 17 for boys; 12 and under, 14 and under and 15-17 for girls. A participant may play only in one division. The age cut-off date is December 31, 2007. "The goal of the tournament is to educate our parents and youths on our seat belt laws," said Sergeant Dexter Veriato, head of the Traffic Services Section. "Click It or Ticket" is a national educational and enforcement campaign to increase seat belt usage and decrease traffic fatalities and injuries. Teams wishing to participate are encouraged to call the HI-PAL office at 961-2219 or 961- 2220. HI-PAC's fax number is 961-2209. Each division will be limited and teams will be required to complete a registration packet prior to the tournament. Completed packets and registration must be turned in on May 4 between 4:30 p.m. and 7:30 p.m. at the former receiving desk on the first floor of the Public Safety Building, Building A.
